A LIFE OF SERVICE
A renowned crisis intervention and stress management specialist for emergency responders, Chaplain Fair is the Director of Chaplain Services with the Brownwood Police Department, Texas Dept. of Public Safety’s Critical Incident Response Team, and the Texas Dept. of Health’s Critical Incident Stress Management Network.
David J. Fair is currently serving as President of the American Association of Police Officers having previously worked with the organization as an advisory board member.

Fair holds a PhD in Pastoral Counseling and Psychology from Bethel Bible College and Seminary, and a Doctorate in Clinical Christian Counseling from Central Christian University. He additionally holds a Masters in Christian care and Counseling from Bethel Bible College and Seminary.
Fair was ordained to the ministry in 1986, and is currently an Elder at Abundant Life Church, in Brownwood, Texas.
Fair is Director of Chaplain Services for the Brownwood Police and Fire Departments having been a Police Chaplain for almost 20 years. He holds a Doctorate in Chaplaincy Studies from Chaplain Bible Institute.
He holds a Master Chaplain certification from the International Conference of Police Chaplains, where he previously served as Chair of the Education Committee and the Board of Directors. He currently serves on the Disaster Committee.
Chaplain Fair was deployed to Ground Zero after 9/11, assigned to the New York Port Authority. He worked with survivors and first responders. Additionally he was deployed to east Texas to work with NASA in the recovery of the Columbia Space Shuttle and crew.
He served in both Louisiana and Texas after Hurricanes Katrina and Rita, and worked with 1st Responders and survivors of the 2006 central Texas range fires.
Chaplain Fair was the stateside Deputy Incident Commander for Green Cross when trauma specialists were deployed to Sur Lanka following the tsunami.
Fair is a member of the Board of Scientific and Professional Advisors of the American Academy of Experts in Traumatic Stress, and is a speaker for the National Center for Crisis Management. He holds certifications from the AAETS as a Crisis Chaplain, Expert in Traumatic Stress, School Crisis Response and Forensic Traumatology.
Fair is certified as a Master Police Chaplain through Chaplain Fellowship Ministries and is Director of Law Enforcement Chaplaincy training for the organization.
A licensed Texas Peace Officer, he holds certificated from the Texas Commission on Law Enforcement Officer Standards and Education in Investigative Hypnosis, Law Enforcement Instructor, and Mental Health Peace Officer.
He is a member of the Board of Trustees of Central Texas Mental Health and Retardation, and is a past Board Member of the Mid Texas Center for Alcohol and Drug Abuse.
Fair is certified in Homeland Security through the American Board of Certification in Homeland Security, American College of Forensic Examiners. He additionally serves on the Curriculum Committee of the ABCHS.
A facility member of the Wayne E. Oates Institute, Fair has taught seminars in various aspects of emotional trauma.
Serving as liaison between the Green Cross Academy of Traumatology and the Journal of Traumatic Stress, in 2007 Fair was appointed a Professor by the Certification Institute of Religious Educators. He is a frequent contributor to Officer.Com.
Having authored over a dozen articles on trauma and Chaplaincy, he published his first book, Mastering law Enforcement Chaplaincy in 2005.
Fair serves as a Reserve Deputy Sheriff/ Chaplain for the Brown County Sheriff’s Department, and a Senior Chaplain for the Texas Department of Public Safety. He is vice chair of the Chaplain group at Brownwood Regional Medical Center having served as a Chaplain there over 20 years.
Fair is a past Board Member of the Association of Traumatic Stress Specialists, and has held certifications as a Trauma Specialist, and Trauma Responder.
He is a member of the American College of Medical Quality serving on the Ethics Committee. Fair is Chairman of the Brownwood-Brown County Emergency Medical Services Oversight Committee.
Fair served in the area of broadcast journalism for over 20 years and is past President of the Texas Associated Press Broadcasters Association.
He has served as City Councilman for the City of Brownwood for almost 25 years, and served two terms as Mayor Pro Tem. He is a member of the Police and Fire Committee.
He has served as a Justice of the Peace and Municipal Judge.
Founder of the Brownwood Crisis Trauma Team he has served as its coordinator for 20 years and was awarded a Texas Pioneer in Critical Incident Stress Debriefing award.
In 2007 he was given a Good Neighbor Award by the Brownwood Chamber of Commerce as a result of his work in Chaplaincy. He was also named the Goodwill Ambassador of the Year in Brownwood in 2005.
Fair serves as a Chaplain for the Military Forces of Texas, TXSG with the rank of Captain, assigned to the Texas Army National Guard, 111th EN BN. Brownwood, Texas
Fair is married and he and his wife have three children and four grandchildren.
